Millennium’s Hockley shop was started in 1989 and quickly became known as a One-Stop-Shop with state-of-the-art facilities and superior service. The shop is located just outside Houston’s "chemical corridor" in Hockley, TX on 85 acres. Shop capacity is 235 rail cars at any one time.

In 1993, Empak, Inc. began operations of a newly constructed cleaning facility at Hockley, making the One-Stop-Shop a reality.

In addition to cleaning, (Empak), Hockley has the following services and capabilities: repair shop capable of servicing 35 railcars under roof; interior and exterior temperature-controlled paint facilities capable of servicing 12 railcars under roof; advanced carbon absorption VOC abatement system enabling painting with virtually no limitations; M1003 tank car certification, on-site certified welding inspectors; high-bake tank car linings; fiber optic inspections and M-214 certified.
